If you can confirm O by temping, and are more than 16dpo, you are likely pregnant and HPTs just aren't picking it up for some reason (some women never get positive hpts). Call your doctor and ask for a blood/quantitative test (don't just go POAS in the office b/c you'll likely get the same result).
If you are not temping, and only estimating O based on an app or from opks (which can be positive, but not result in O), it's likely that you just ovulated later than usual/expected, as the LP should be consistent from month to month (so, won't be 13d one month but 16+ the next). Did you have any O-type symptoms AFTER your expected O date (cramping, wet/EWCM/horniness) or a delay in your post-O symptoms (sore breasts 2-4d post-O, bloating, etc)? Give it another week and test again....
