I used Thirsties DUO. I bought size small and now we're using the larger size. I like them because they are adjustable and last a long time. The smaller size lasted from day one until LO was about 6 - ish months (they were getting small at that point, but he's big for his age). Size 2 is still just fine for him.

Unless you have a teeny tiny preemie, I would think those would work fine.
Isaiah, born Nov 14th, 2010, @ 39 weeks, 2 days. 8 lbs 2 oz. All natural hospital delivery.
Simon, born Mar 23rd, 2013 @ 39 weeks, 3 days. 8 lbs 4 oz. Our first home birth!!

Thirsties were my fave. I had the xs and small but if I were buying now I'd get the duo.

Thirsties would be my first choice. We also like the Kawaii covers and Bummi's covers.

I've been trying to figure out the same thing and afte researching, LOTS of people say the Thirsties Duo wraps are great b/c they fit really small and can adjust to fit a little bigger- therefore lasting longer. Also the Thirsties xs and Bummis Super Bright are really popular.

I am the odd man out. I hated the thirsties, because they left big red marks on DDs thighs. I finally switched to wool interlock, which I love!

I am going to say sweet peas covers. One size & really fits newborns too. They are softer than the bummis, more like thirsties, but you dont have to size up.

I like the Thirsties Duos, too. My daughter will be 6 months in a couple of weeks and can still wear the size 1s.

I also really like the Bummis Super Whisper Wraps.

I loved wool but seeing as you said cost is a factor, Thirsties was my next fave. I used the snaps duo & they went right from Newborn (7lbs) to about 3 months or so. The XS were nice too, you can still get those on ebay once in a while!

I also used Thirsties duo Size 1 for newborn, then the size 2's later at about 6 months.
